Guangdong: The approval time for the record filing of second-hand car export enterprises has been shortened from 15 working days to 5 working days.

The Department of Commerce of Guangdong Province and 11 other departments have issued the "Several Measures to Strengthen the Management of Second-hand Vehicle Export in Guangdong Province", which includes proposals to improve export customs clearance and tax refund efficiency. The time for review and approval of second-hand car export enterprises will be shortened from 15 working days to 5 working days, and the processing time for export permits will be strictly controlled within 3 working days. Efforts will be made to improve clearance efficiency at ports, such as implementing the "Direct Loading upon Arrival" pilot program at ports like Nansha, and supporting eligible enterprises to apply for Customs AEO certification. Under strengthened tax refund management and risk control, the average processing time for normal export tax refunds will be reduced to 5 working days, and for enterprises classified as Category 1 or Category 2 for tax refund management, the average processing time will be reduced to 3 working days for normal export tax refunds. Convenient channels will be opened for large-scale export enterprises at various stages such as applying for export permits and making customs clearance appointments.
