The meeting pointed out that the current heavy rainfall process is coming to an end, but in some areas of Fujian, Guangdong, Yunnan and other provinces, rainfall continues, with locally heavy rain and severe rain. According to the meteorological department's forecast, a new round of heavy rainfall will hit the southern region of China starting on the 12th. In recent years, extreme weather events have occurred frequently, with many areas experiencing heavy rainfall that breaks historical records. Some areas are still in the middle of the college entrance examination period, so it is necessary to resolutely overcome complacency and luck, and solidly carry out flood prevention and disaster relief work. The meeting required that flood prevention responsibilities be implemented at all levels, and various preventive measures be strictly enforced. It is important to strengthen the investigation of risks and hidden dangers, focus on key areas and critical areas, dynamically adjust the list of hidden dangers, and ensure real investigations and real improvements in a closed-loop management system. Efforts should be made to strengthen the evacuation and risk avoidance of personnel, implement the responsibilities of the five key links, strictly enforce the "four uniform" requirements for evacuation and risk avoidance, and implement "one-on-one" assistance measures for key individuals such as the elderly, weak, sick, disabled, pregnant and children, to ensure timely and complete evacuation. It is necessary to strengthen engineering flood control and disaster reduction, strengthen the inspection and defense of embankments and reservoirs, and fully leverage the disaster reduction benefits of the engineering system.
