The National Development and Reform Commission, the National Bureau of Statistics, the Ministry of Education, the Ministry of Science and Technology, and the Organization Department of the CPC Central Committee jointly issued opinions on strengthening the construction of disciplines related to data elements and the development of digital talent. The opinions pointed out the need to build typical application scenarios, promote deep integration of technological innovation and industrial innovation in the field of data, establish an industry-led collaborative innovation system for production, study, research and application, and construct a number of typical application scenarios for nurturing digital talent. The opinions emphasized the need to strengthen the leading role of enterprises in the construction of application scenarios, identification of technological needs, and implementation of results, support universities, research institutions, and technology associations in exploring cutting-edge scenarios, and accelerate the training of a group of versatile, innovative, and practical digital talents. It also mentioned the exploration of joint development of technology patents, promotion of sharing of intellectual property benefits among all parties, and acceleration of technology commercialization.
