According to the Caijing Finance APP, recently, the Ministry of Housing and Urban-Rural Development's Construction Market Supervision Department issued a "Notice on Further Improving the Construction Market Supervision Mechanism and Continuously Optimizing the Construction Market Environment" (Draft for soliciting opinions). The draft points out the need to strengthen the responsibility of construction market operators. It specifies that the construction unit has the primary responsibility for quality and safety, strictly follows the basic construction procedures and contracting system, implements the project legal person responsibility system, and fully fulfills project management responsibilities. It also emphasizes the responsibility of units involved in engineering survey, design, construction, and supervision, improves the quality and safety management system, and strengthens the pre-construction safety prevention mechanism. It reinforces the accountability of project leaders, strictly implements the quality and safety "veto" system, and imposes administrative penalties such as fines, suspension of practice, and revocation of qualifications on project leaders responsible for quality and safety accidents or violations of laws and regulations, and publicizes them to society to effectively deter and regulate the behavior of industry personnel.
