Zhitong Finance APP News, Everbright Environment (00257) announced that on October 23, 2026, the consortium (the consortium comprising Everbright Environmental Protection China, China Construction Third Engineering Bureau, and Guangzhou Huake) and the Dongguan City Appearance and Environmental Sanitation Center entered into a preliminary concession agreement for the investment, financing, construction, operation, and maintenance of the project. The project will be implemented under the Build-Own-Operate-Transfer (BOOT) model. The consortium will establish a new company as the project company to undertake the project, and will enter into the proposed shareholders' cooperation agreement shortly before the project company is registered and established. After the project company is registered and established, it will enter into a formal concession agreement with the Dongguan City Appearance and Environmental Sanitation Center and assume the relevant rights and obligations of the consortium under the preliminary concession agreement.
