The General Office of the People's Government of Chongming District, Shanghai, has issued the "Chongming District 15th Five-Year Plan for Advancing Comprehensive Rural Revitalization." It proposes that by 2030, Chongming will achieve substantive progress in advancing comprehensive rural revitalization, strive to serve as Shanghai's main battlefield for comprehensive rural revitalization, and create a "Chongming model" for comprehensive rural revitalization nationwide. First, modern agriculture will improve in quality and efficiency, the capacity for original innovation in agricultural science and technology will be effectively strengthened, the construction of the Yangtze River Delta Agricultural Silicon Valley will be steadily advanced, the development system for the entire agricultural industry chain will be gradually improved, and agriculture's overall benefits and market competitiveness will continue to rise. Second, the appearance of harmonious and beautiful villages will be renewed, the construction of livable, employment-friendly, harmonious and beautiful village areas will be steadily advanced, the living environment optimization project will be implemented across the board, the rural governance system will be gradually improved, the ecological environment will be more beautiful, infrastructure will be more complete, public services will be of higher quality, and rural culture will be more prosperous. Third, farmers will increase their incomes and become better off, rural industries will develop in a diversified manner, the collective economy will be greatly enhanced, and farmers' incomes will increase significantly. The rural social security system will be continuously improved, farmers' quality of life will be significantly enhanced, and their sense of gain, happiness, and security will be continuously strengthened.
