The Central Cyberspace Affairs Commission Furthers the Governance of Chaos in Online Entertainment Group Broadcasts

Since the launch of the Qinglang - Special Action to Rectify the Chaos in Online Entertainment Group Broadcasting, the Central Cyberspace Affairs Commission has closely monitored prominent issues such as vulgar and improper content in entertainment group broadcasts, rule designs that stimulate tipping, and the infringement of minors' rights. Efforts to combat illegal and irregular entertainment group broadcasting have intensified, resulting in the disposal of over 7,200 problematic live broadcast rooms and the severe punishment of more than 2,200 violating accounts. Additionally, guidance has been provided to websites and platforms to expel and deal with a number of severely problematic group broadcasting MCN institutions. The commission has released 17 governance notices and publicly exposed typical cases to create a strong deterrent effect. During the special action, the Central Cyberspace Affairs Commission has emphasized both rectification and regulation, focusing on refining and improving the review mechanism for group broadcasting, optimizing rankings and functional gameplay, and strengthening the management of group broadcasting accounts and institutions. It has guided and urged platforms to actively fulfill their primary responsibilities and strengthen the normative management of entertainment group broadcasts. Douyin has promoted the visibility of MCN institution information on group broadcasting account homepages and organized training for group broadcasting institutions to standardize entertainment group broadcasting behavior from the source. Kuaishou has refined group broadcasting review standards, enhanced technical capabilities, and improved the accuracy of identifying vulgar gameplay and undesirable interactions. WeChat's video account has introduced a feature for verifying the identities of suspected minors participating in group broadcasting, effectively preventing minors from appearing in broadcasts in a covert manner. Bilibili has optimized and adjusted group broadcasting functionality, removing incentive mechanisms like multiple point scores, gradient bonuses, and ranking boosts that encourage tipping. Xiaohongshu has implemented measures such as flow restrictions to strictly manage improper group broadcasting behaviors like excessive calls to action and meaningless content competition. As a result of the governance, vulgar content in entertainment group broadcasts has significantly decreased, and the improper behaviors associated with stimulating tipping have been effectively curbed, leading to a marked improvement in the group broadcasting ecosystem. Moving forward, the Central Cyberspace Affairs Commission will continue to maintain a high-pressure and strict management stance, increase the enforcement against illegal accounts and institutions in entertainment group broadcasting, and guide and supervise platforms to improve the management mechanisms for entertainment group broadcasting, enhance technical governance capabilities, continuously optimize functional gameplay, and promote the establishment of a healthy, orderly, and positive entertainment group broadcasting ecosystem.
